Can I arrange relining as a tenant and claim it back?

No, and it is worth being direct about that. The tenant's right to arrange repairs applies to urgent repairs and is capped at $1,000. Relining is neither: it is planned structural work on the property, typically several thousand dollars, and it is the owner's or the owners corporation's decision. What a tenant can usefully do is report the symptom in writing, so the recurring blockages are on record and whoever owns the place cannot say they were never told.

What is relining, in plain terms?

A resin-soaked liner is drawn through the existing drain, inflated so it presses against the pipe wall along the whole length, then cured until it hardens. The result is a continuous pipe formed inside the old one with no joints along the lined section. Joints are where roots enter and gaps open, so removing them is the point, and the old pipe stays put as the mould. Nothing gets dug up.
